1.               ALL Buggies Must be Identified By color
2.               If 'no punch back' is not called then the punchee is allowed a hit
3.               Out of state plates equal double punch
4.               Phone call punches are allowed
5.               False or unseen buggies not allowed - penalty one extra punch 
6.               State Rules only apply to the State in which the car is spotted
7.               All other rules questions settled by the Commissioner of the WPBA
